Make sure the bike is perfect for you. Not only should it be the correct size for you, but it should be easily adaptable to your lifestyle, meaning your riding style. You wouldn't want to spend your hard earned money on something that isn't comfortable, would you?

What angle you tilt your seat at is solely going to depend on what position you find most comfortable. The seat allows you to make this adjustment to conform to your desired riding position. You can always leave the seat in the position it is in, but you will most likely find it to be very uncomfortable to ride.
The idea behind buying cycling bicycles is to make sure that you and the bicycle fit well together—physically. This is the most important thing to consider when looking into using a bike to get around. You need to feel safe but also comfortable on your bike, otherwise you won't enjoy riding it!
